Job Summary:
 

            PRKK is seeking a Protected SATCOM SME to work with Headquarters Space Operations Command (SpOC). The work requires a comprehensive                                    knowledge of Protected satellite communication systems, satellite transmissions management, satellite system control, NC3 operations and SATCOM                      operational procedures in order to support the Command’s Strategic SATCOM efforts. US Citizenship and an active TS/SCI clearance is required to be                        considered for this job.

Primary Responsibilities:

  • Support operations, sustainment, and engineering technical analysis and support for the SpOC Strategic SATCOM systems and architecture
  • Responsible for reviewing, coordinating, and advising on SATCOM operating processes and procedures and providing technical support of material system development and fielding
  • Provide technical operational/engineering expertise for resolution of operational issues/problems related to space, ground and terminal segments
  • Develops and interprets broad DOD Space, and Satellite communications policies and regulations, existing policies, and regulations in relation to HQ USSF program goals and objectives
  • Provides analysis and recommended methods for improving efficiency of satellite communications functions through modifications and applications of evolving technology, developing tactics, techniques, and procedures
  • Ability to analyze technical functions of satellite payloads and ground station architectures, especially in the areas of Spectrum Management and Electro-Magnetic Interference Resolution
  • Provide operations, sustainment and engineering guidance for current and future programs
  • Supports exercises and real-world operations that impact Strategic SATCOM systems
  • Provide USG, DoD and International Partners operational management, planning, technical assistance and assessments to support restoral of SATCOM resources
  • Support conferences, design reviews, and program management reviews
  • Evaluate acquisition and fielding of operational warfighter capability
  • Support the Functional Area Manager with developing and maintaining Unit Type Codes, readiness reporting, force posturing, analysis and execution activities
  • Assess network configurations for impacts to NC3 operations and protected tactical users
  • Support constellation deployment plans, apportionment planning/execution and communications planning in coordination with delta 8, Joint Staff, USSPACECOM and USSTRATCOM
  • Support security working groups, security classification guide development, Certification & Accreditation, and DoD Information Assurance Certification and Accreditation Process or the DoD Information Technology Security Certification & Accreditation Process
  • Support development of the bi-annual SATCOM Reliability Engineering Analysis report
  • Discuss operational excursions with external organizations
  • Support development of requirements documentation and Mission Area Initial Capabilities Documents, Initial Capabilities Documents, Capability Development Documents, Capability Production Documents, senior leadership intent, Service and Joint requirements memos and studies, Analysis of Alternatives, Mission Need Statement, and CONOPS in support of the JCIDS or acquisition processes
  • Assist with Test and Evaluation Master Plan development
  • Translate JCIDS requirements into testable activities and determine applicability of scenarios to test CONOPs
  • Support the Responsible Test Organization during all Operational Test and Evaluation planning and execution to include facilitating development of operational test scenarios, factory testing, terminal certification testing, joint interoperability testing, fielding, and coalition events
  • Coordinate projects and issues with SpOC Directorates, Space Deltas, USSF staff, and Combatant Command Staffs
  • Recommend execution year funding efforts, including Unfunded Requirements, Budget Execution Review and end of year funding
  • Analyze resource adjustments to the Planning, Programming, Budgeting, and Execution (PPBE), including Program Objective Memorandum (POM), Financial Execution Plans, and other budget drills

Required Skills & Experience

  • Able to work with, and appropriately protect, classified and proprietary information
  • Able to review analytic products and provide adequate support for recommendations and conclusions
  • Excellent attention to detail and strong communication skills (position requires direct contact with senior Air/Space Force and DoD leadership
  • Deep experience in providing strategic advice, technical guidance, analysis and recommendations for Space/Cyber mission operations and program challenges. Experience in reviewing and/or developing government specified content for Space/Cyber programs.
  • 10 years of experience in DOD Strategic SATCOM environment and/or NC3 systems operations
  • Previous experience within a major headquarters staff, Wideband Satellite Operations Center, Consolidated SATCOM System Expert or Regional SATCOM Support Center expertise, Satellite Operations Squadron
  • Recognized expertise in the operations, sustainment and/or acquisition community
  • BA/BS or MA/MS (12+ years relevant experience may substitute)
  • Must possess active TS/SCI clearance
  • US Citizen
  • Willing to take and pass a polygraph
