Job Summary:

The Operational Requirements Analyst will support the USSF Headquarters Staff, office of the Chief of Strategy and Resourcing (S5).  The USSF is a military service that organizes, trains, and equips space forces in order to protect U.S. and allied interests in space and to provide space capabilities to the joint force. USSF responsibilities include developing Guardians, acquiring military space systems, maturing the military doctrine for space power, and organizing space forces to present to our Combatant Commands. The National Defense Authorization Act (NDAA) for Fiscal Year (FY) 2020 established the USSF as a new branch of the Armed Forces within the Department of the Air Force (DAF).

Primary Responsibilities:

  • Interface and perform Space Force strategy and plans-related analysis and support with the Office of the Secretary of Defense, and the offices of the Joint Staff, Department of the Air Force (to include the Secretary of the Air Force and Air Force Staffs), Field Commands, and other joint, Service, and international partners, as required.
  • Interface and perform duties to support the Joint Integration and Operational Capability Development Divisions with development of Service policy, guidance, oversight, and priorities for the Service’s capability development process. Ensures Service integration with the Joint Capabilities Integration and Development System (JCIDS).
  • Participate in the Joint Requirements Oversight Council (JROC) process, to include attending Functional and Joint Capabilities Boards (FCB/JCB) as the USSF representative.
  • Author, edit, review and assess capability development products such as Initial Capabilities Documents (ICDs) and Capability Developments Documents (CDDs).
  • Advise senior leadership in planning, developing, and coordinating classified activities in support of USSF’s global mission.
  • Support deliberate planning process, development of operational strategy and doctrine. Assist in developing policy, guidance and orders to USSF Field Commands. Identify and analyze concepts and technologies for investment.
  • Support the coordination of sensitive planning activities within the departmental, with the interagency, and Congressional arenas.
  • Generate recommendations for new programs, policies, doctrine, strategies, studies, and approaches.
  • Manages accounts on NIPRNet & SIPRNet and the Task Management Tool, to ensure action items are appropriately tasked, tracked, and closed in a timely manner.
  • Demonstrated understanding of Space enterprise to include DoD requirements, acquisition, and budgeting processes and applicable Defense Space guidance and policy.
  • Demonstrated ability to plan, organize, lead and execute studies or projects and outbrief results to senior leadership.
  • Demonstrated interpersonal, organizational, oral presentation and executive writing skills.
  • Perform data analytics to assess and provide feedback on the capability development artifacts for each program within the space mission portfolio.
  • Experience supporting Service HQ or DoD Agency or IC staffs.

Required Skills & Experience

  • Familiarity with Defense Space and National Security Space in the areas of strategy, requirements, capabilities, analysis, architectures, programs, acquisition, and operations.
  • Familiarity with civil, commercial and international space capabilities and architectures.
  • Familiarity with the DoD space architectural analysis.
  • Experience evaluating USSF, other DoD or NRO space systems.
  • Familiarity with TMT and/or or other HQ staffing tools.
  • Excellent writing skills.
  • Bachelor’s Degree or Equivalent, plus 5-15 yrs. applicable experience in Service, COCOM, and/or Joint Capabilities and/or Requirements development.
  • Experience and understanding of design, development and/or operations of one or more DoD space systems such as: Global Positioning System (GPS), space-based Infrared System (SBIRS), Space Control, Space C2, Spacelift, Ground-based missile warning radars, protected and un-protected Satellite Communications, Space Based environmental Monitoring, Space track (Space Domain awareness).
  • Must have an active TS/SCI clearance to be considered for the position.
  • US Citizen.
  • Willing to take and pass a polygraph.

Preferred Skills & Experience

  • Pentagon familiarity and experience with Pentagon organizations.
  • Knowledge and familiarity with current Defense Department efforts in space.
  • Staff experience supporting DoD agencies within the past 3 years.
  • Familiarity with TMT and/or or other HQ staffing tools.
  • Experience writing Joint Requirements documents.
  • Master’s degree in Aerospace or a STEM field.
  • 15+ years’ experience in an Ops, engineering, scientific, analysis, policy or planning field related to Defense Space.
  • HQ AF/SAF staff experience within the past 3 years.
  • Experience with Space System Acquisitions.
  • Experience with integration of Space and Intelligence.
  • Experience with Cyberspace Operations integration with DoD space systems.
